WHAT IS THE IPPF?

The IPPF is an international debate competition for high school students - but this is not your average debate tournament. Sponsored by the Bickel & Brewer Foundation and New York University, the IPPF is the only debate contest that combines persuasive essay writing with oral argumentation. 

To participate in the competition, form a team and register at www.ippfdebate.com/register. Teams should be comprised of at least three students. There is no fee to participate in the IPPF. 

After forming a team, students should draft a 2,800 word qualifying round essays affirming or negating the IPPF topic, "Resolved: Mass surveillance is not a justified method of governmental intelligence gathering."

Essays must be submitted to ippf@bickelbrewer.com by October 22, 2014. Judges will evaluate each essay, and thetop 64 teams will advance into a single-elimination, written debate tournament - volleying essays back and forth via e-mail. Judges will narrow the field from 64, to 32, to 16, and, finally, to the "Elite 8." 

The "Elite 8" teams earn all-expenses-paid trips to the IPPF Finals in New York City, where they will participate in oral debates. The IPPF World Champion will receive a $10,000 grand prize!

2014-15 IPPF TOPIC

During this year's competition, students will debate the topic: "Resolved: Mass surveillance is not a justified method of governmental intelligence gathering."  

To learn more about the topic, review the IPPF Topic Primer written by Baylor University Professor Rich Edwards. The primer helps to define resolution terms and introduce students to various research on the topic. It is important to remember, however, that this document does not represent an official declaration of the scope or intent of the topic. In other words, independent research is highly recommended and valued by the judges! Click here to view the primer.
